The Pension Benefit Guaranty Corporation (PBGC) has a nice explanation of their duties located at http://www.pbgc.gov/about/how-pbgc-operates.html.  The page goes over the basics of how they are funded, the two insurance programs, and what happens when they have to take over a plan.  All written in easy to understand language!
